 For transmitting in the daytime, why not use a large mirror (heliograph) to reflect modulated sunlight at the moon? A flat 1 meter sized mirror would reflect about 1000 watts CW into a beam 0.5 degrees wide, which is perfect for illuminating the whole face of the moon. This is more than 300 times the average power of my strobe transmitter (in a half degree beam) so it has a much better chance of working probably. Some problems with this are modulating a big mirror and aiming it accurately. Fortunately, for the most part, these problems were solved more than a hundred years ago.
